This report examines recent shifts in federal and state education funding—particularly California’s Local Control Funding Formula—and how these policies exacerbate disparities for Black students and under-resourced districts. It critiques attendance-based allocation systems and offers equity-focused funding alternatives that promote long-term student success and community investment.
